Recently, the Jiangsu Provincial Department of Science and Technology officially released the 2025 list of candidates for the “Provincial Science & Technology Vice-President” program. Prof. Chen Feifei and Prof. Zhong Shenghong of Fuzhou University, introduced by Yangzhou Tengfei Cable & Electrical Material Co., Ltd. and its subsidiary Jiangsu Xinchenya New Material Co., Ltd., were successfully selected.    

The “Science & Technology Vice-President” mechanism, first pioneered by Jiangsu Province, encourages enterprises to flexibly bring in research talent from universities and institutes nationwide to serve part-time as technology vice-presidents or deputy chief engineers, thereby boosting corporate innovation and high-quality industrial development. Selected vice-presidents are recognized as provincial-level sci-tech talents and enjoy all preferential policies and support measures for high-level talent introduction formulated by local governments, departments and units. Meanwhile, they sign “five-tech contracts” (technical development, transfer, licensing, consulting and service) with the host enterprises, and the provincial “Industry-University-Research Cooperation Projects” will grant guidance-based project approval and support.    

In recent years, Yangzhou Tengfei Cable & Electrical Material Co., Ltd. and its subsidiaries Jiangsu Xinchenya New Material Co., Ltd. and Jiangsu Wofeng New Material Co., Ltd. have fully utilized their innovation platforms—namely a National Post-Doctoral Research Workstation, a Jiangsu Academician Workstation, a Jiangsu Engineering Technology Research Center, a Jiangsu Enterprise Technology Center and a Jiangsu Engineering Center—to establish long-term, close industry-university-research cooperation with Fuzhou University, Anhui University, Northwestern Polytechnical University, Donghua University, Xi’an Jiaotong University, Huazhong University of Science & Technology, Shaanxi University of Science & Technology and others. The company has built three R&D teams focused on high flame retardancy, high water blocking and high insulation, one of which has been awarded the Jiangsu “Double-Innovation Team” title. Twenty high-level innovative talents have been introduced, including one recipient of the National Major Talent Project and five Jiangsu “Double-Innovation Plan” talents. By taking advantage of government-enterprise cooperation incentives, the company continues to attract high-end talent and, through deeper university-enterprise collaboration, concentrates on breaking key core technologies in the industry, markedly enhancing its independent innovation capability and providing solid talent and innovation support for high-quality corporate growth.
